Find the mod you're looking for and then download it. Then, use a web browser, I recommend Firefox, to navigate to a site that hosts Warband mods, like ModDB or nexusmods. Navigate to the Processes tab, highlight the Steam Client Bootstrapper, if it's still running, and then click on "End Process." (I don't know if it will try to be persistent or not, but it shouldn't.) To make sure it's not running, even after you've exited the Steam client, press CTRL-ALT-Delete at the same time (on Windows) to open up your Task Manager.

What exactly are you doing? Are you trying to launch the mod by clicking on it, rather than launching the game and selecting it? What OS?. Try manually installing? It's really rather simple to do. the heck are you doing? Like, seriously, I've never even HEARD of someone having this issue, let alone know how you're causing it to be an issue.
